Cannot read/write FTP! Please Help!

Under "Computer Management", I created a user in the domain of "Administrator". And under "FTP Directory", I made the file path able to read and write from. I can enter the ftp site, and everything, but I can't read or write to it. What else am I missing? I am new with this, so please refrain from being too cryptic, thanks for your help!
