Cannot print to very first line on HP8150 1

I'm using AIX version 4.1.5 and trying to print forms on a HP8150 using a HP Jetdirect card and my problem is that the reports never seam to print on the very first line of the page(probably 1/4" lower). I've set ci = \033E\033&|0E using all of the available HP drivers and it still wants to start lower then any other report that may be generated from other applications. Any suggestions will be greatly appreciated.
 
Some printers have a HW limitation to how high on the page print can output. Meaning some printers can not bleed to the top edge of the paper. However, the software will still try and print in that area. The best way to figure out "how high" you printer can print is to do a raw telnet test print.

# telnet (printer IP address) 9100
This is a test print for the top line.
(ctrl c ctrl ])

#

Whatever line the output comes out on, thats as high as you're going to get it. Then it is just a matter of figuring out if that is line 0, 1, 2, 3, 4 ... etc.
