Cannot ping hosts on same subnet

ARN router.
LAN IP 192.168.40.188\23
All hosts that have a x.x.40.x address have no problems pinging them.
Host that have a .x.x.41.x can only ping sporadically, even though I can see lots of .41 addresses sitting in the arp cache. If I flush the arp cache I can momentarily ping .41 addresses.
What am I missing ?

u can try to change the router arp setting:
IP-->IP Interface -->host cache (default:eek:ff) change to 300 (sec)
 
I think you have duplicate IPs on your network, but that is a hips-shot. Have you tried pinging from the problem machines to the router & internet?
