Cannot ping a device locally, can ping it from a different network

This device that I have sitting on a subnet cannot be accessed from any local machine but is available from a different network. The device sends all (even local destination) packets to the gateway, the gateway I guess drops the packet. The gateway is a Cisco MSFC3 and 720Sup, IOS version is 12.2(17b)SXA. I have enabled local-proxy-arp on the router interface and "ip route-cache same-interface" without success. The same device however will work fine when connecting to a different router that is running on CatOS cat6000-sup2k8.7-6-1.bin and MSFC2 version c6msfc2-jsv-mz.121-13.E8. The device is configured properly no subnet mask issues etc. Any suggestions?
