Cannot open /usr/share/sendmail-cf/feature/msp.m4

Hi does anyone know how to fix this problem with my sendmail / redhat box?

when i do a /etc/init.d/sendmail restart

i get:
Shutting down sendmail: [ OK ]
Shutting down sm-client: [FAILED]
Starting sendmail: [ OK ]
Starting sm-client: [ OK ]

i checked submit.mc and all looks ok, when i do a wq and then do a make submit.cf i get:

submit.mc:30: m4: Cannot open /usr/share/sendmail-cf/feature/msp.m4: No such file or directory

indeed msp.m4 does not exist, how do i make a new one?
