Cannot open user 1

Oracle installed in a Win NT Server
Oracle Service started ok.
When I try to open a user using vaw or sqlplusw:
ORA-01033: ORACLE initialization or shutdown in progress.

Can you help me.... ?

Try logging in via SVRMGRL and shutdown your database. Then try to start it. Once it's fully open, you should be able to log in.
