Cannot open Public Folders on First Mail Server

I need to rebuild the 1st 2003 Exch server in our domain.

When I try to open the Public Folders, so I can go Show System Foders, and then redelegate the ownership and replica's to a 2nd Exch server, my System Manager hangs.

I have no problem opening public folders on the server through Outlook.

Another issue we have is that Offline Address Book will not sync for the entire domain - most probably related to previous issue.

Any advice?

Do I need to rebuild my entire Exchange domain, using Exmerge to move user mailboxes? If so, how to 'undo' the changes that were made to the AD or will a uninstall, format, rebuild windows 2000, reinstall exch 2003 do the job? AD on diff server to exch for First Exch server, whereas all other exch server sit on the GC server for that site.

Let me rephrase this better:

Can I reinstall Microsoft Exhange Server 2003 Standard if I rebuild the server with Windows 2000 Server using same name & IP and then restore priv1.edb and pub1.edb?
