cannot open protected file when language version are different

Hi,
we have a branch in France were people use MS office 2000 french version and we are experiencing issues when they try to open excell files that are protected (some cells are locked). These files have been created with office 2K English and the error message asks for a non-protected file.
There is no way to send a non-protected file to these users and it seems to be a waste of time to create these files in their language version.
Is there any known turn-around ?

You have to download an update. In France RC-4 type of encryption is unlawful.

Although this article refers to MS Word, the update applies to Excel also.

The other work around is to use French encryption which works fine elsewhere.
