Cannot open license file

Hi,
I'm trying to active a module in Accpac but I'm receiving the error Message below.
"Cannot Open License file"
The version is Accpac 6.0 on virtualiation. Windows 2008 R2.
I've not yet installed MS sql server. No company created.

It is possible to activate SM and all modules with no existing company and MSSQL Server not installed ?

Yes.

It's ok now.
there was a problem with .LIC files.
repairing Accpac installation fixed the problem.
