Cannot open excel file directly

Hello,

We keep on having next problem:
A person tries to open an excel file (network or local)
and it doesn't seem to allow reading. No error message whatsoever. But if the same person opens excell first, goes to open file and selects the same file, the document opens. We tried to re-install Office 2000 but this doesn't help.
Anybody has a clue??

In excel, go to Tools>Options>General - if the "Ignore Other Application" box is ticked, untick it.

If it is unticked, tick it, then close down excel. Then open excel and untick it - that usually does the trick for me
