Ok I need to make my Interdev work with .shtml files, and you do so by right clicking on a .shtml file in a project, but I cannot do that on my home computer because I do not have a server installed and Interdev requires you to have a server to create projects. Anyone know how I can get around this?

install PWS (PERSONAL WEB SERVER) on your win98 first(it is a part of win98).
Then run interdev.
