cannot odbc from web server to SQL Server 2005

I have 2 servers, both running Win2K3 R2 Ent. One is the Web server and the other is the DB. I am trying to open a odbc connection from the web server to the db. I can open a connection using Windows Auth, but I cannot open a odbc connection using the SA authentication. I created some more accounts in SQL server and made them DBOs for a particular Database and tried to open a odbc connection, but no luck.
I am not sure what is wrong here. When installing SQL server, I might have chosen the "this sql server will use Windows auth only" option.
Please advice.

If DB is SQL 2005...

1. Open SQL Server Management Studio.
2. Right click server -> Properties
3. Click Security. Change Server Authentication to 'SQL Server and Windows Authentication mode'

If DB is SQL 2000.

1. Open Enterprise Manager.
2. Right click server -> Properties
3. Click Security tab
4. For authentication, change to 'SQL Server and Windows'

Thanks. That option was already enabled, but still no luck.
