CANNOT MOVE LAYERS - PLEASE HELP!

Hi,

I am having a really frustrating problem with Dream Weaver - Layers. I'm currently using the Macromedia Dream Weaver, version 8.

On to the problem: When I insert or draw a layer onto the page, the layer always goes to the top of the page and I cannot move it (absolute positioning). Also, when I highlight the layer by clicking it, most of the properties are missing. This can be viewed by clicking the links below.
