Cannot make outbound calls *kind of

I have a mxe 3300 that I am working on and have 2 PRI's installed on the device. When I dial out I get a fast busy, but if you dont hang up, you will see the counter on the screen start and the number dialed starts to ring. When I picked up my cell phone (then number dialed) You could hear the reorder tone on both sides of the call. The controller is running 4.0 sp3. When you do a state of the trunks, they all show idle. Also when you do a EDT show l2l3 and namnum, the call looks fine and you even see the "Normal call clearing" messages appear. Im on hold with mitel now but trying to get a better understanding if this is going to be a telco issue or if it is a pbx config issue.

I know when we did test and turnup with these circuits last week, they worked fine when dialing from the ons port in the back.

it turned out to be exactly that. i did a secure telnet to the controller ip address on port 2007. You could see the the card rebooting and saying that it cant download tftp files. the bootHost and the host inet (controller ip) was missing in the configuration.
