Cannot make International to a specific country

I have some strange issue with the international dialing. We can call any numbers except call to Venezuela.
I found out what the issue is but I cannot figure it out on where to fix it.
The first call we are sending 011+numbers and the call type is unknown.
The Second call, we are sending 011+numbers and the call type is international (FAILED)
I just talked with the phone company and they are saying that if we cannot send 011 and calltype=international. It has one of them, or either one.
But I don’t know why it is only for calls to Venezuela 011+58+numbers. I can make calls to other countries.
At this point, I am not sure where to go to fix the issue, I don’t think we make any pattern in outgoing calls. I also check the CUCM and it looks good for the international dialing plan.

How can the gateway determine this call type:

Plan:ISDN, Type:International
Plan:Unknown, Type:Unknown

Is that from our dialpan in CUCM? or something else.

What version of CUCM are you running?

Can you use dialer analyzer?

What are your setting in the gateway section, example north american dial plan, etc ,etc?

Are the route patterns using route filters?

Can you use dialer analyzer? not sure what is dialer analyser but we did trace the call in teh gateway (see above) and the phone company side.

What are your setting in the gateway section, example north american dial plan, etc ,etc? Our gateweay is H323, not sure the dial plan, how can i check that?

Are the route patterns using route filters? yes, but it is for all 9.011+numbers. not really filter
 
In the router under your PRI serial interface enter this command:
isdn map address 011* plan unknown type unknown

This is unusual that it is only one country you are having issues with but the above command has fixed similar issues for me in the past.

Whykap before we got suggestion

we are adding this script to the PRI interface and it works
isdn map address . plan unknown type unknown


But it changed all plan and type to unknown. including the Calling Party Number

is this going to be a problem for other call types??


or do we need to do it like what you said:

isdn map address 011* plan unknown type unknown


I have not tested all calls to make sure that it is ok but
"isdn map address . plan unknown type unknown" is working
 
Your commnand maps every call as unknown. My suggestion only intl. That's the only difference.
I made it more specific since the problem was only with intl calls.
Glad it works.
