Cannot login to one of my SQL instances

I have BE9.1 installed on a domain controller running W2k3 and three SQL Server 2000 instances (one MSDE namend "BackupExec", one "Development" and one "Production").
The SQL Server Option is present.
When I try to backup the databases, everything goes fine with the BackupExec and production instances. But when I try to connect to the Development instance, I always get an "cannot connect to SQL Server" error.
The SQL Server runs in windows integrated mode and has the BackupExec-Account listed in each and every role SQL Server 2000 roles; the account has "db_owner" rights on each and every database in the SQL instance.
Neither Veritas nor Microsoft seems to have an answer to the problem; can you help ?

When you installed the Development instance, did you use a licensed version or the evaluation version (double check this). I don't believe you can backup an evaluation version.

Might want to double check the SQL Server option license....does it allow backing up of multiple SQL Server instances on one license? (The BackupExec one doesn't count as that's part of Veritas and would be covered under the BE license).
