Cannot login app if users are only members of the Domain Users Group!

Hello -

I am running a web app that uses winnt authentication. If a user is a member of the domain users group thay cannot access the application. If I change their user rights to be a member of the domain admin group they are then allowed to access the app. I have corrected this issue once before. I know you have to make a change in the domain controler security policy. I just forgot where and trying to get help of the microsoft site is not all that fun.
