Cannot log in to web sites, "cannot display web page"

One computer on this network cannot log in to web sites with IE. Firefox works OK. The web site appears OK, but when login credentials are entered it shows "Cannot diplay the web page" as if there were no connection or no DNS. (I even tried it using the IP of one of my sites rather than the name, and it fails then, too, although it works like that on the other PCs. Not a DNS problem.)

Applies to any login profile at this computer, and same users at other computers works OK. IE works OK at this computer in Safe Mode with Networking, i.e. logins work in Safe Mode.

System is Windows XP SP3, started as IE8, have downgraded to IE7, no change. Have found found a list of regsvr32 commands and run them, no change. I have set IE back to factory reset state, no change. Hijack This shows nothing odd.

In a tedious process of removing and reinstalling updates, i found that Security update 974455 kills IE7, and 972260 kills IE8. The system is now back to IE8 without patch 972260 and is working correctly.

Can someone tell me why the security patch kills logins to web sites?
