Cannot Install Pwrplay on Win 2000!

I have a recently developed problem on several 2000 machines in my office.

When I try and install Pwrplay 6.61 client on Win 2000 as a local administrator I get about 20% through and then

"Unable to register the file 'C:\WINNT\TEMP\pwrplay.reg'
and setup stops.

I have tried deleting all Cognos keys from the registry but this has not had the desired effect.

Also I cannot see the following keys to even delete them.
