Cannot import .reg: Not all data was successfully written to registry.

Anyone have any idea what is causing this error to come up?? It is in Windows 2003 and only when a user logs in. When a Domain Admin logs in no prob. Now I checked the reg permissions and since this is on a test box put Domain Users for all or the keys with full control. Still nothing. I have been searching on this forever and figure itout. Any help wouild be greatly appreciated.
