cannot highlight area in excel and word

If it's what I think, it can sometimes be stopped by doing a CTRL+A (select all). It should affect all programs though if it's what I think (which is one of the accessibility options, which for some reason don't stop when you turn them off, might well be caused by holding down shift for 8 seconds and is called FilterKeys).
