I have posted a question on this forum previously regarding this issue.
When you use the Microsoft "Configure your Server Wizard" and configure a server as a RAS server, it only opens up those ports (in TCP/IP Advanced Properties) specifically to allow incoming RRAS connections. All other connections, both inbound and outbound are disabled.
You can either choose not to use the "Configure your Server Wizard" or open/close the ports manually.
