Cannot get /param: to function

I go to the Start menu > Run and type this:

"C:\Program Files\Citrix\ICA Client\pn.exe" /PNeoriaARC /APP:"Microsoft Outlook" /PARAM:"/c ipm.note /m bill@yahoo.com"

While this DOES load OUTLOOK correctly, it DOES NOT start a new email message. Why?

I've googled everything and found little on the /param: syntax. Not alot out there.

Any help would be great.
