Cannot get IP address from DHCP 1

I have a client that has the following setup:

4 Dell Dimension 2400 Cel 2.2 256 ...
Win XP Pro
1 Linksys 4 port router
upgraded all to SP2

I cannot get an IP from the Router on one of the PC's, I could the other day when I left after installing SP2. I get the standard 169.254.... non working IP when DHCP is turned on on the NIC. When I put in a static IP I can browse the Network but not the Internet, I used the ISP DNS from the Router. This still won't work after uninstalling SP2. I have reset the Router, unplugging it. I have also used another Ethernet outlet that works and had the same problems.

This machine had a bunch of Spy Ware on it a while ago, but was fixed. I believe I have the following options:

1. run "netsh winsock reset catalog" on a command line and re-boot

2. re-install Win XP w/o format - is this an option when re-installing?
