Cannot forward email with attachments 1

I have one user who is unable to forward email with attachments. It's a difficult problem to describe but I'm going to try.

When the user receives an email with an attachment he can look at it, save it or do whatever. The user can also create a new email and attach a file to it without any problems
When looking at an email with an attachment if he hits the 'forward' button a new message is created just fine and at first glance it appears the files are attached (meaning that you can see the icons at the bottom of the message with the correct file names). Now here is where the strangeness comes in, the icons at the bottom of the message are actually just images rather than attached files. If you right click on those icons you receive the same options as with an embedded image (picture properties, replace picture, etc). There is no file attached.
Is there an option in Notes that would cause forwarded messages to behave this way? We're running Notes 6.5.4.
