Cannot format tapes-Cannot run basic backup jobs

I have inherited a server installed with acrserve ver 11.1 .this server has since crashed and I am rebuilding this.the tape drive is a quantum superloader

I cannot format or erase tapes
backup jobs fail

tape drive say " updating " nerver stops
when i go to format a tape the dialog box is empty no tapes listed

when I run a manual backup test i get a mesg that says
"please mount any media"
"media pool cannot be used by a non media pool job"

I understand services and devices in windows must be diabled in order to make acrserve work but where in the documentation do I find this ..

in windows desktop right click my computer, manage, device manager, and there you can disable the media change and tape drive.

also update ARCserve
