I just got a new SD card for my system with on 11.1 and configuring but when I click on LAN1 and click VOIP tab and enable h.323 gatekeeper, click ok, then save, immediate and the system reboots it boots up with it unchecked again. I have essentials with 2 ip enpoint licenses. Am I missing something?

Cannot Enable H.323 Gatekeeper 3

It's a security "feature" - if you don't have at least 1 H.323 extension on the system, it won't keep the H.323 Gatekeeper checked. Same for SIP extensions and SIP Registrar.
Add the H.323 extensions, check the Gatekeeper, reboot and you'll be good
