Cannot Edit SNMP Properties

Well I finally found the SNMP forum ... now i just hope someone can answer my question!

On all but one of our Windows 2003 servers we can edit the SNMP service properties. One server (which i did not build) we can't edit the SNMP properties. I assumed it was a secuity template but didn't notice anything out of the ordinary. Why can't i edit my SNMP?!
