Cannot delete SSS files from server

Hi, we've got Veritas running a nightly backup on a machine running NT 4.0 server. I've been running into problems with Backup Exec creating large SSS files that I am unable to delete. I found this article that says to stop all Veritas services and the VNCSnapshot service and then I will be able to delete the files. Here is the article:

My problem is when I try and stop the VNCSnapshot service, I get the error:

ERROR 2140: An internal Windows NT error occurred

Does anyone know what this service does or how to get it stopped?
