Cannot define Sites and Links

I've a problem....

I try to define a new Site and I got the message:
"Select a site link that contains this new site"
but the the link do not exist
OK, I try to define a new site link and get the message:
"Site link must link at least two sites"
..but the site do not exist !

Perpetuum mobile !!!

What's wrong ?
