Cannot create user.

I have enabled the Administrator account.
I cannot create a user and assign them Admin rights.
I can only create a user under parental controls, and users only show up under parental controls.

Any ideas.

Is this home or professional/enterprise/ultimate version?

If it is the professional etc version, use lusrmgr.msc or compmgmt.msc from the cmd prompt.
