Cannot create mb from exchange tasks

After I go into the active directory and locate a user, I will right click and use the exchange tasks to create a new mailbox. Most of the time it works, however there are mailboxes that appear without the options to create or modify existing mailboxes. The exchange task wizard only gives me the instant messaging option.

My resolution is to remove and recreate the mailbox to get it to work. What am I doing wrong, is there a better way to resolve this issue than what im doing?

I am using exchange 2k. Changes from this server propogate to 1 other exchange server. What other information do you need to help me get to the root of this issue.
