cannot create files in prompt mode

We recently purchased 4 new PCs (identical) with XP pro. They are connected to our network. There is 1 application that runs in DOS mode, so I had to add a "files=xx" to the config.nt file in the windows/system directory to get the program to work. It worked fine on 3 of the PCs, but the 4th one doesn't work. When I create the file (using "copy con:config.nt" in DOS mode), then save the file, the prompt says "1 file copied", but the file isn't there! Also, after entering the line, then pressing enter, the line is duplicated again! I tried the same command in the root directory and it acts the same way. I can copy a Word file from the server to these locations and they do work. I erased the HD, reinstalled XP and the same problem. What lurks here???

Suggestion, leave out the : and be sure to either be in the C:\WINDOWS\system32 folder or include it in the path for the command copy con C:\WINDOWS\system32\config.nt.
 
I have some workstations that for whatever reason have problems passing the ending Ctrl-Z character on a copy con: opertation. I have no explanation, but all affected machines use the MS keyboard driver installed with the keyboards and not the default MS XP keyboard drivers.

Use notepad. I know notepad wants to default to a .txt extension, but this is not mandatory.
