Cannot create CrystalEnterprise12.SessionMgr.1 object

In vb.net, getting "Cannot create ActiveX Component" error on this line:
CreateObject("CrystalEnterprise12.SessionMgr.1")
Recently ugraded from BOE XI R1 to XI 3.1
Was using:
CreateObject("CrystalEnterprise11.SessionMgr.1")
which always worked fine.
I have uninstalled/reinstalled it 3 times, did clean installs, did repairs, installed all components, etc.
Something not registered? What is going on?
