Cannot create another system semaphore

This message is being experienced by clients running Outlook 98 - XP on an NT 4.0 network running Exchnage 5.5

Only started happening recently - reboot of Exchange server fixes the problem but no pertinent event viewer entries to point me in the right direction. Might be a problem with Dcomcnfg.exe permissions but I have not touched these so cant see they would change.

Exchange Server is PDC with BDC having just been replaced with a more powerful NT box - same config and data - Semaphore problem has only started since I installed new BDC.

Anyone had this before
