Cannot create a user on a DC, but can on another..

I can create users on 1 DC but not another. When i try i get an error stating i cannot do this.

When i add a user in command promt i get an error code saying 0xC000003A

I would rather not have to DCPROMO this machine again as its in a production environment, what else can i try?


There are no errors in the event log

Does the DC on which you are unable to create user hold any FSMO roles?
Does the problem apply to users only or all objects (i.e. can you create groups, contacts etc). Did you run DCDIAG on the server?

What do the logs say? Is the bad DC a GC?
