Cannot Connect to DB2 Database

Running three Databases on the following DB2 Instance:
(this is on a Windows 2003 Enterprise edition Server)

C:\>db2level DB21085I Instance "DB2" uses "32" bits and DB2 code release "SQL08028" with
level identifier "03090106".
Informational tokens are "DB2 v8.1.15.254", "s070720", "WR21383", and FixPak "15".

This instance of DB2 has been running fine and we have not made any changes to Fixpack level etc...

This morning we cannot connect to any of the databases in the Instance.
Getting the following error:

IBM][CLI Driver] SQL1091C The release number of the database is
not valid. SQLSTATE=08004

When I google this error it is usually an error that occurs after a fixpack update when the databases aren't migrated properly.. Did our license expire or something??
