Cannot connect after upgrading to IE 5

I have a Dell Optiplex GX1 running NT 4.0 SP3. It is connected to a cable modem (Comcast)through a Linksys router. I use a Cisco VPN client to connect to a remote network. Right now it's running IE4 but I need to upgrade to IE5. I can connect to MS's download site but iesetup says it can't find information about download servers. If I upgrade from a CD IE 5.5 SP2 won't connect to anything. The VPN client still works OK so it's something with the browser. Installing NT SP6a hasn't helped. Neither has bypassing the router. IP is dynamic. DHCP enabled.

Can someone point me in the right direction? I don't know what else to do.
 
I forgot to add that I can't ping the PC's IP (obtained from ipconfig) or the router. But I can connect to the internet with IE4.
 
did you set the new browser up for a lan access. connection setup Jeter@LasVegas.com

Yeah. It's set up for LAN access with WINS disabled. I removed SP6a back to SP3 thinking that might help. It didn't. When trying to reinstall SP6 setup stops because it can't open the SETUP.LOG file. Is it possible I need to repair or reinstall NT and start from scratch. I'm wondering if thee are some corrupted files.
