cannot change the COS on a mailbox "Subscriber updates not allowed in Restricted Mode Lic Statu

We have exceeded our licensing for Mainstream licensing (MSG_VALUE_SEAT_MAINSTREAM) which is tied to a specific COS.

I thought I could edit the mailboxes with the Mainstream licensing and flip them to a COS with basic licensing (MSG_VALUE_SEAT_BASIC).

However I cannot change the COS on a mailbox because
“Subscriber updates are not allowed in Restricted Mode License Status”

And if I open the COS, I don’t know where to change the license type for that COS.
It’s like chicken meets egg inside a Catch-22 inside a lobster trap.

I tried cleaning up any stale mailboxes but that didn't get me below the licensing threshold for Mainstream.
