Cannot change password

I have a Win NT server. And PCs and notebook which runs Win 2k. The problem is that These Win 2k PCs/notebooks is not able to change password. A message keeps saying that they dont have rights to change the password. On the Win NT server I have already specify that User are allowed to change password. Even if they press ctrl-alt-del to change password they are unable to change the password. How do I resolve this problem.
