Cannot change password by OWA

Hi,

I am setting up an Exchange 2010 system. The problem I have hit is with setting up the system so that when a user logs on for the first time they will have to change their password. Most will be accessing their e-mails via OWA. When I set up the users I set up a password and ticked the “User must change password at next logon” box. The test user just got the logon screen yet when I unticked the box was able to logon. I delved some more and found there was a parameter “ChangedExpiredPasswordEnabled”. I have set this both via the “Outlook Web Application segmentation” and via “regedit” followed by an “iisreset/noforce” but the users still cannot logon if “User must change password at next logon” box is ticked. Any thoughts on how to solve this appreciated.

If there were active connections to IIS, then it wouldn't have reset. Do an iisreset if that doesn't help.

Are there any load balancers in place?
