Cannot Change IPv4 Connection from Local to Internet

Problem:

I have a Dell laptop running Vista Home Premium that will NOT access the Internet when connected to my small home wired (not wireless) network. The IPv4 Connection shows "Local" instead of "Internet and Local," and I am unable to change the "Local" option to "Internet and Local."

6. Dell Laptop (OS-Vista) - Not accessing Internet
7. D-Link Printer Server

8. HP C4280 Printer
(Connected to D-Link Printer Svr with USB)

Dell Laptop (Windows 7)
Dell Laptop (Vista) - This is the newly added laptop

Pinging successful to D-Link Rtr (Gateway) successful from
HP Desktop (XP)
Dell Desktop (Vista)
Dell Laptop (Windows 7)
Dell Laptop (Vista) - This is the newly added laptop

Browser Access and Internet pinging UNSUCCESSFUL from
Dell Laptop (Vista) - This is the newly added laptop

Disabled and reenabled Local Connection
Uninstalled and reinstalled TCP/IP IPv4
Searched all properties tabs for option to
change IPv4 from "Local" to "Internet and Local"
Matched all laptop options to working Vista Desktop PC
(Including TCP/IP IPv4 - DHCP)
Searched Internet for solutions without success!!

This can be caused by quite a few things 3 things to start with.
1) Mac Flitering setup on router
2) Ethernet adapter set to a static IP outside range of DLINK
3) Firewall on computer

Have you tried swapping the connection sockets around in the back of the Router?

Can it connect from "Safe Mode with Networking"?

Has it ever been able to connect to the Internet?

Have you got another location (a friends or relative) where you can test the Laptop out?

Some people have resorted to disabling IPV6 to fix this type of strange problem, so it my be worth a try.

Others have had to reinstall Vista to get it going, if you have put much on that might be an option.

open up a CMD line window, aka DOS Box, then issue the Command: IPCONFIG

and report back with the IP data that it gives out...

if you have NORTON, then uninstall it completely, ergo get rid of the piece of $^"&...
