Cannot boot server with mirrored drives

I have an NT4 server that will not boot. I receive the following message:
"Windows NT could not start because the following file is missing or corrupt: <winnt root>\System32\ntoskrnl.exe. Please reinstall a copy of the above file."

The system and boot partitions are mirrored. The fault tolerant boot floppy does not work because the missing file is not accessable on the hard drive.

The NT4 Setup CD does not work, nor does the NT4 Setup Boot Floppy because of the following HAL error due to the mirrored drives:
"File \hal486c.dll could not be loaded. The error is 512. Setup cannot continue."

Does anyone have any suggestions?

This problem was resolved by changing the parameters of the boot.ini file.
