Cannot Block Outbound Caller ID. Help

We have a client that would like his outbound caller ID to read as "unavailable"

Our carrier, Paetec claims that are not giving out any information, but when a call is placed it display as "212 " Nothing more, just blank spaces after the area code. The customer is not happy with this.

We have the OLID and company name set as blank. Any help would be appreciated.
 
as the carrier to trace the call ...then they'll know where that 212 is getting inserted.

aslo try onn block while making a call to see if that makes a difference
 
OLID seem to only with with PRI in our area, the Carrier, should be able to display what ever you want.
