cannot attach zip file to email...

My Outlook won't let me attach zip files to emails. It works after a reboot, but not after closing and reopening the program. I have already modified HKEY_CURRENT_USER\Software\Microsoft\Office\10.0\Outlook\Security, to no avail. Any suggestions?
