According to the Error Message Guide this indicates a jukebox problem. Here is the copy:

Description
The NetWorker Jukebox control command (nsrjb) attempted to access an
eligible drive on [jukebox] to complete a NetWorker Service daemon (nsrd) task.
The attempt failed because all eligible drives were busy. This error can
occur during any operation involving jukebox drives.

Resolution
Wait for the eligible drive to become free and retry the operation. If the problem persists, contact LEGATO Technical Support.

This may also be due to the fact that you selected spcial devices for pools.
