Cannot add System Limit reached

Greetings everyone,

One of my techs in another dept. constantly adds and removes systems from the network for various reasons. Suddenly he is getting a "Number of systems over limit" error and cannot add any other systems. However another user with the same rights can still add systems. Has anyone seen somthing like this before? Can anyone give a hint as to why this might be happening?

I have 43 systems and a few laptops.
