cannot add or delete mailboxes

Logged on as domain administrator using, exchange administrator, cannot add or delete mailboxes. It was possible to do this only 2 days ago. No known changes, system has not been rebooted. No error messages, task manager says exch. admin. is not responding.
Any Ideas???

Reboot server, the admin portion of Exchange has locked up.
