Cannot add new server - AD replication error

I am trying to add a new e2k server in a child domain of the domain the first e2k server sits in. When I select install on the wizard, I am getting the error: AD has not replicated the deleted items folders permissions fully. PLease wait until AD has replicated before installing. This same error has been happening for over a week, and I have also forced the AD replication. Any ideas would be appreciated,
