cannot add new icons to desktop

no matter what I try I cannot add new icons to the desktop

(this does not appear to virus or malware related)

You do not mention whether you are in a domain, or if this is a local machine. You also don't mention whether you have active desktop configured.

I agree, if this is a work computer you may be restricted from doing so.

Have you tried going to your settings in your boot drive, your user folder ->desktop and dragging and dropping or pasting there?
Just might work for you.
